Getting HoloCards through early intervention (IFSP)
For babies and toddlers, federal early intervention rules list "sign language and cued language services," including teaching sign language, as an early intervention service. Families write outcomes with their team; materials that support those outcomes can come from the program.
Your steps
- 1
Not in early intervention yet?
Ask your audiologist or pediatrician for a referral, or contact your state's EHDI program or Part C early intervention program directly — you can refer your own child.

Add a signing outcome
Send the letter below to your service coordinator. It suggests an outcome like "our family will use signs for mealtime, bath and bedtime."
- 3
Ask for practice materials
Programs buy materials from their own budgets. Your provider can ask the agency using the provider request on the early intervention page.

Good to know
- Early intervention is the "payer of last resort," but insurance and Medicaid don't cover learning cards, so that rule doesn't block this.
